Chisolm-Miller pushed for jobs, provided by large companies who receive economic development incentives from McLennan County, to pay $15.00 per hour plus health benefits. Today, they do. Texas ranks 50th in the nation in healthcare coverage and continues to be one of the states in the country that refuses to expand its Medicaid Program. Commissioner Miller is proud of her advocacy for McLennan County regard to programs such as the Indigent Healthcare Program, Waco Family Medicine, and the Waco-McLennan County Public Health District. Chisolm-Miller is proud of the historic funding she facilitated on behalf of the Cen-Tex African American Chamber of Commerce. Under private control in 2018, our county jails now operate under local control and an adopted budget provided by the Commissioners Court. That change has allowed the county to provide better programming in our county jails – such as GED classes with a specific focus on veteran issues, as well as mental health issues, and mentoring classes.

Promises Kept
On January 1, 2020, Commissioner Miller launched the Lester L. Gibson Leadership Luncheon. In collaboration with other elected officials, the luncheon aims to introduce connect our elected and appointed officials to the community while highlighting key issues and influential programs. The forum is held every second Monday at 12:00 noon, at the Bledsoe-Miller Recreation Center. Park upgrades have been completed at Trading house Lake and new roads have been built within the newly renovated areas by the Precinct 2 Road & Bridge Department.
​A city/county partnership is near completion with the city of Mart. One of Commissioner Miller’s major accomplishments was to have approved $422,000 in funding to assist the city of Mart in the repair of its roads after water infrastructure upgrades. Pat says that “Only God could have ordained the term I’m seeing end. And, it has been a pleasure to work on behalf of the constituents of McLennan County Precinct 2.” As she seeks a second term; she asks to be allowed to continue in this work.

Early Life
Married to Robert Miller, Sr., she is a mom, grandmother, great-grandmother, and last but not least - loving aunt. Born in Brooklyn, New York, Patricia is the second of three daughters born to Mr. & Mrs. John and Arthur Lee Chisolm. A current resident of Waco, McLennan County, Texas, she has lived in Waco all of her adult life moving here during her 5th grade year. She attended the former Richfield High School and East Texas State University. She has been a member of Alpha Kappa Alpha Sorority, Incorporated since 1979. And, is a charter member of the Waco Chapter, South Central District of the National Association of Negro Business & Professional Women’s Club.​

Civic & Career
“There is no greater calling than to serve your fellow man.” Patricia’s long history of community service and civic engagement has shaped her personal philosophy. In her own words, “The more challenging the test – the greater the opportunity for bold, purposeful action.” She was the 2000 McLennan County NAACP Freedom Fund Banquet Chairperson, which hosted United States Congressman John Lewis of Georgia as its keynote speaker. A past coordinator of the Fred Batts Leadership Luncheon. A forum organized in 1993 by Commissioner Lester Gibson to provide an information medium for area leaders and interested citizens. Past speakers included, the 16th United States Trade Representative who served in the President Barak Obama administration, Ambassador Ron Kirk, former US Congressman Chet Edwards, former US Congressman Bill Flores, State Senator Royce West, State Representatives Marc Veasey and Garnett Coleman, and a majority of the 34 African American county commissioners in the state of Texas including Dallas County Commissioner John Wiley Price and former Waller County Commissioner Frank Jackson.
Prior to coming to the Commissioners’ Office in 1995, Chisolm-Miller worked for the Texas State Technical College Waco Women’s Resource Center Carl D. Perkins Formula Funding Project Texas Grant. The grant funded by the state of Texas under the governorship of Ann Richards as a “welfare to work” program, provided childcare stipends for women pursuing “nontraditional” degrees from TSTC Waco. Past community projects include - the Texas Department of Housing & Community Affairs Lincoln City Housing Rehabilitation Grant. Patricia assisted in the administration of the grant which served to fund needed major home repairs for senior citizens on limited income living in the Lincoln City area. The project completed in renovating over 16 homes.
